In the 11th century a commune (town council) was formed. The city-state, ruled by a council including members of all classes, entered a period of rapid growth but soon started conflicts with neighboring towns. After WWI Mussolini, then in Malan as editor of the socialist newspaper Avantil, turned the city into a hotbed of fascism, founding the fascist party in 1919.

The post- war period saw quick economic recovery in Milan, but neofascist terrorist groups sprang up in the 1960s, and in December 1969 a bomb exploded in Milan bank, killing 16 people. In the 1980s, protest by Milan’s business and political leaders against inefficient and corrupt government in Rome and subsidies directed to the south spawned the separatist party, the Lega Nord ( Northern League). In 1992 the Tangentopoli scandal broke, implicating thousands of Milanese politicians, officials and businesspeople, fashion designers Gianni Versace and Giorgio Armani among them. Most of Milan’s attractions are concentrated between the cathedral and Castello Sforzesco, either accessible from the train stations by underground railway, the metro-politana Milanese (MM).
